Job Description:

Luganville Municipal Council wishes to recruit a qualified and experienced person for the following position.



PURPOSE:

Responsible for carrying out measures for safeguarding public health and the environment, including administrating and enforcement of legislations to minimise health and safety hazards.



RESPONSIBILITIES:

- Able to investigate and suppress nuisances created within the Municipal area

- Able to inspect food processing plants, food premises, wholesalers shops and markets to ensure foods produced or sold are wholesome

-Able to liaise with the Department of Health and stakeholders on matters relating to operation of Council health care facilities

-Capable of advising the Council on all matters relating to public health

-Capable of producing reports on environmental health issues for presentation at Council meetings and at national and regional health forums

-Capable of carrying out other responsibilities assigned by the Town Clerk

-Supervise the Municipal Waste Management Officer and offer guidance and assist where necessary in the implementation of the Sanma Province and Luganville Municipality Waste Management Plan 2013-2016

- Capable of project directing other Council staff as appropriate.



WORKING RELATIONSHIPS:

The Environmental Health Officer will report directly to the Town Clerk and to the Mayor and will develop working relationships with other Government departments.

Interested applicant must possess the following requirements:

Criteria:

- Degree or Masters in Environmental Health or related field; Minimum of 5-10 years relevant experience in national or local government level or at a recognised private organisation

- Possess excellent understanding of Municipal Bye-laws and other legislations relating to maintenance of health, sanitation and environment and be able to carry out enforcement activities

-Computer literate in email, Microsoft Office and other programmes; Possess good verbal and written communication skills, fluent in Bislama and English/French; Legal clearance to be employed and be a resident in

Vanuatu

- Personable and good humoured, able to work effectively at conflict resolution; Highly motivated and able to work without supervision; A willingness to learn and share personal knowledge; Ability to make decisions and

to follow up and get things done

- Ability to work and communicate effectively with a wide range of people; Ability to work with limited resources and make the best of them; Punctual and trustworthy.
