Job Description:

The URA is seeking to engage the services of a local law firm for a period of eight (8) months to provide legal advisory services to assist the Authority in carrying out its statutory regulatory and administrative functions. The law firm should be well conversant with legislation and laws of Vanuatu and admitted to practice in Vanuatu Courts.



About the utilities Regulatory Authority

The URA was set up under the utilities Regulatory Authority Act No. 11 of 2007. The Authority acts independently of the Government and its primary purpose is to increase access to safe, reliable and affordable electricity and water services, and to promote the long-term interests of consumers throughout Vanuatu. In addition, the Authority assists to resolve consumer complaints and

disputes and advises the Government on matters related to electricity and water. It also reviews tariffs under the rules of the Concessions Agreements and relevant legislation.



Annual Fee for this required Service is up to USD 30,000 per annum.



This position is generously funded by World bank through the Government of Vanuatu, Ministry of Finance and Economic Management.



The firm must meet the following minimum requirements:

Criteria:

- Expertise and experience in economic regulation of utilities principally electricity and water;

- Experience in civil and economic litigation in the region and in Vanuatu;

- Experience in trial courts as well as in the Appellate Courts including the Supreme Court of Vanuatu;

- Knowledge and familiarity with concession and management contract as applicable in Vanuatu;

- Sound understanding of legislative procedures and development of statutes, regulations etc;

- Experienced in mediation, arbitration and dispute resolution regulation;
