Increasing Resilience to Climate Change and Natural Hazards (IRCCNH)
Mainstreaming Disaster Risk Reduction (MDRR)
Vanuatu Forest Carbon Partnership Facility (FCPF)

The Vanuatu Meteorological and Geo-Hazard Department (VGMD) and National Disaster Management Office (NDMO) have secured funding from the World Bank for three large-scale national adaptation and disaster risk reduction projects designed to address Vanuatu's immediate climate change adaptation needs and mitigate natural disaster risks.

The Procurement Specialist will work with the PMU/VMGD in the implementation of these three projects with respective implementing agencies. The objective of the assignment is to (i) ensure that the procurement under the Bank financed projects is carried out in accordance with the World Bank's Procurement and Consultant Guidelines as set out in each Financiing Agreement, and (ii) assist CMGD in building it's capacity through knowledge transfer and hands on training.

The procurement Specialist will be contracted for 50 days over the first two years, renewable and be based in the VMGD Project Management Unit.

        Criteria: 
        • An advanced degree (MA/MS/MBA) in a relevant discipline (e.g. engineering, procurement, law, finance, business administration),
        • Minimum of 10 years of relevant experience in procurement,
        • Demonstrated experience in procurement of goods, works and consultants services following the international financial institutions' procurement policies and procedures,
        • Demonstrated previous experience with the World Bank financed projects,
        • Demonstrated experience in capacity building and development and proven ability to mentor and train staff in all aspects of procurement,
        • Demonstrated experience in contract management and administration, and
        • Strong communication skills and persuasiveness in presenting negotiating and resolving highly complex procurement issues.
