Call for consultancy proposals for the joint evaluation of the Solomon Islands Standing Together Against Violence program and the Papua New Guinea Ending Violence Against Women program. 


Job Description:


In the Pacific region, Oxfam supports two programs that seek to prevent and respond to Violence Against Women and Girls/Gender-Based Violence (VAWG/GBV): Standing Together Against Violence (STAV) program in Solomon Islands, and Ending Violence Against Women (EVAW) program in Papua New Guinea. Both programs are integral to Oxfam programming in the Pacific and Oxfam’s work in the priority area of Gender Justice more broadly, and are part of two DFAT-funded flagship programs.

PURPOSE: Oxfam Australia is seeking to appoint a consultant/team of consultants to lead two evaluations and facilitate a peer learning process across the two evaluations.

Criteria:
SKILLS, TECHNICAL BACKGROUND, AND EXPERIENCE REQUIRED.
Essential knowledge and experience are required in the following areas:
  • At least 5 years of experience in leading program / project evaluations in the Papua New Guinea / Solomon Islands / Pacific context
  • Demonstrated experience applying qualitative and quantitative evaluation methods and good ethics practice, including methods and ethical considerations specific to VAWG/GBV monitoring and evaluation
  • At least 5 years of experience in gender justice/women’s empowerment programming and gender-based violence programming
  • Experience in leading participatory evaluations and demonstrated ability to work in a participatory, empowering and culturally-sensitive manner
  • Experience in developing and implementing a peer learning process for the benefit of programming teams
  • Previous experience in writing reports and recommendations for a range of stakeholders. 

Personal Attributes & Skills:
  • A high level of proven oral and written communication skills in the English language
  • Ability to work with NGO staff (and a translator as necessary) as part of an evaluation team
  • Experience working with people of different cultures
  • Able to work under pressure and meet deadlines
  • Excellent analytical skills
  • Flexibility and patience
  • Understanding of development issues as they affect the Pacific.

In response to the individual TORs and joint evaluation TOR the proposal should include:
  • Suggestions for an evaluation design based on each TOR, including approach, methodology and proposed data collection and analysis tools and ethics processes.
  • Suggestions for a peer learning methodology which will facilitate individual and organisational learning.
  • An example of previous work that demonstrates the evaluator’s experience (this can be in different mediums, for example, written report, video presentation, recording).
  • A quote for consultant fees (daily rate only – other costs eg travel and in-country will be negotiated with Oxfam staff).
