Job Description:
IOM Vanuatu has been a key player in providing emergency relief supplies (emergency kits, shelter tool-kits, family kits) and technical support to the Government of Vanuatu (GoV) as part of the Tropical Cyclone Pam humanitarian response. IOM scaled up its operations in Vanuatu in support of the National Disaster Management Office (NDMO) and in line with planning and priority responses established by the GoV in the National Recovery and Economic Strengthening Program Plan “Strengthening Ni-Vanuatu Resilience”. In this framework, IOM is assisting the Public Work Department (PWD) of the Ministry of Infrastructure and Public Utilities (MIPU) to:
  • Strengthening coordination and harmonization of shelter trainings being implemented in Vanuatu by supporting PWD national and provincial officers
  • Strengthening PWD capacity on info management and knowledge management regarding vernacular and locally developed construction techniques
  • Delivering a set of shelter training to strengthen the capacity and the resilience of Ni-Vanuatu building from the vernacular and traditional knowledge and construction techniques.

Under the overall direction of the IOM Chief of Mission in Canberra, Australia; the direct supervision of the Program Manager (Shelter & Settlements) in Vanuatu; and in coordination with the Regional Technical Advisor based at the IOM Regional Office for Asia and the Pacific in Bangkok, Thailand, the Consultant will support the implementation of the shelter programme in Vanuatu. 

Duties:
  • Identify communities and beneficiaries for the IOM Shelter Training
  • Conduct ToT in coordination with Public Work Department (PWD), Department of Local Authorities (DLA), the National Disaster Management Office (NDMO) and Rural Training Centres to strengthen capacity of local trainers and Provincial PWD officers
  • Plan, coordinate and conduct shelter trainings in targeted communities and oversee training implemented by PWD officers and IOM implementing partners
  • Collect and compile information on vernacular construction techniques and compile the PWD/ IOM shelter training curriculum
  • Ensure proper documentation of the shelter trainings and maintain open consultation and information sharing with Shelter/housing working group in Vanuatu;
  • Ensure timely reporting of the training activities and prepare documentation for donor reporting/visibility tools
  • Any other duties that may be assigned, in the context of the implementation of the shelter programme in Vanuatu.  
General Information
  • Before commencing work, the Consultant will be required to submit a statement of good health signed by a certified medical doctor, including confirmation that the Consultant’s vaccinations required for the country or countries to which travel may be required are up to date.
  • The Consultant will report to work at the IOM Vanuatu office according to the normal IOM office hours and working days and/or as agreed upon between IOM and the Consultant.
  • IOM will provide working space and loan the necessary equipment (computer, internet access, IOM email account, etc.) which the Consultant will need to perform tasks as agreed in the framework of the Contract.
  • IOM only covers the Consultant against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the assignment.  IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses.  The Consultant is responsible for his/her own medical insurance for non-occupational accident or illness.

        Education and Experience
        • Advanced degree in a field of study that offers a comprehensive view of community organization, planning and design and/or social sciences (e.g. humanitarian affairs, development studies, political science, or a related field), or an equivalent combination of camp management and humanitarian experience in a related field)
        • At least 3 years of experience in shelter/education, including management of IOM infrastructure projects an advantage
        • Thorough understanding of Vanuatu context.

        • Thorough knowledge of English. Working knowledge of Bislama an advantage.
