REQUEST FOR EXPRESSION OF INTEREST
BROADCASTING ADVISOR

Background
The Prime Minister as Minister responsible for Media and Broadcasting wishes to undertake a comprehensive review of the Vanuatu  Broadcasting and Television Corporation (VBTC) as approved by the Council of Minister (COM Decision 137/2016).

VBTC was established in 1993 under the Broadcasting and Television Act 1992 as a statutory corporation which took over the responsibility as the main National Broadcaster as well as being given a broadcasting regulatory function over other private broadcaster in Vanuatu.

Amidst the advancement in technology and new or emerging issues which may create some confusion in the regulatory system, broadcasting media landscape has evolved dramatically and it is expected to continue evolving rapidly.

Furthermore the Prime Minister is deeply concerned about the ongoing governance issues impacting the VBTC business operations of the entity including its technical capabilities. Vanuatu Government considers it timely to review the objectives, functions, structure, governance and resources of the current VBTC business operations to ensure it remains fit-for-purpose for the current and future media as well as profit making entity, and to ensure a conducive and vibrant broadcasting regulatory environment for Vanuatu.

The review is anticipated to be undertaken by an expert individual or consulting firm (Advisor) on behalf of the Prime Minister’s Office with the support and assistance provided by the Office of the Government Chief Information Officer (OGCIO) for a period of three (3) months. The Advisor will report to the Prime Minister by the end of June 2017.

Scope of Work
The scope of work for this effort includes reviewing of the following:
  • Objectives and functions of VBTC
  • Structure and governance
  • Regulatory Performance
  • Resourcing
  • Other relevant government policies or matters identified to be relevant to broadcasting through consultation or research.
Criteria:
Experience and Qualification
The advisor should have all the following capabilities and skills relevant to the scope of service:
  • Postgraduate qualifications from a recognized institution in a relevant discipline; including any related professional memberships or affiliations
  • 10 years or more experience dealing with broadcasting, media regulations and advising Governments on reforming of broadcasting entities
  • Has experience with operating media outlet as a business in the Asia-Pacific region
  • Business and legal background would be highly recommended.

The successful candidate will be selected and engaged within the Office of the Government Chief Information Officer for a period of three (3) months.
