        Consultancy, Baseline Study on “Gender Responsive Alternatives on Climate Change Project”

        Job Description:
        ActionAid Vanuatu is seeking a consultant to conduct a baseline study for a two-year project, “Gender Responsive Alternatives on Climate Change” (GRACC) in Tanna, Erromango, and Eton.  The project seeks to address the global gendered impacts of climate change, recognising that women are often disproportionately impacted by climate change and related crises.

        Purpose: The general objectives of the baseline study are to establish indicator values and provide an information base against which AAV can monitor and assess progress towards outcomes as stipulated in the GRACC MEL framework; gather and analyse information that will assist program staff in modifying appropriate interventions; and work in collaboration with GRACC partners to build capacity of staff and partners on methods associated with conducting baseline, and subsequent monitoring and evaluation.

        Timeframe: The assignment will be conducted within 28 days commencing as soon as possible.

        Criteria:
        • At least 5 years professional experience in baseline research and project evaluation in the areas of Disaster Risk Reduction and Climate Change, women’s rights and gender, or other related sectors
        • Experience in using participatory and gender-responsive research tools
        • Demonstrate strong understanding and analysis of DRR/Climate Change/gender and women’s rights, preferably in the rural context
        • Experience using data analysis software
        • Strong analytical and writing skills
        • Excellent written and spoken English and Bislama.

                          OPERATION TEAM
                          The Operation Team is set up to carry out SPBD’s mission to fight poverty through the provision of business training, unsecured credit and ongoing guidance and motivation to low-income women of Vanuatu. The Team is responsible to grow the loan portfolio while balancing both portfolio quality and client outreach considerations.                           JOB PURPOSE
                          The Operation Manager’s job is to lead SPBD’s lending operations and supervise all lending staff. The OM ensures that SPBD is client-focus and client-responsive. The OM ensures that SPBD stay focus on serving the poor, achieving outreach objectives and keeping the loan portfolio healthy.
