The Organisation
The Vanuatu Skills Partnership (TVET) is a collaboration between the Governments of Vanuatu and Australia to support sustainable economic growth through targeted business development and training services within a national quality skills system. The Head Office is located in Port Vila and Skills Centres have been established in SANMA, MALAMPA, TORBA and TAFEA provinces.
The Position
1.1 Visit to site at Malampa Handicraft Centre (MHC). Meet with Manager & staff to discuss objectives, look at existing dyes and problem with colour fast.
1.2 Provide recommendations on what dye to use – a plan that is costed and sustainable - Investigate use of local dye, what stocks are available and provide recommendations for potential use at facility on what scale is feasible.
1.3 Assess use of mordants and fixatives and provide recommendations with costs and where to source
1.4 Design and develop dyeing facility including location and building requirements.
1.5 Discuss and advise on means of sustainable heat generation (burning coconut husk for example).
1.6 Create draft plan dyeing facility including materials, shelter, heat generation, resources, capacity, selection of dyes.
1.7 Create an equipment and site plan for dyeing facility with estimated budget.
1.8 Outline waste water management proposal.
1.9 Estimated costs and ROI for dyed materials – provide comments on feasibility of end product sales.
1.10 Discuss and confirm findings and recommendations with Malampa Skills Centre Manager and MHC Business Manager.
1.11 Prepare report
1.12 Deliver report to Malampa Skills Centre Manager and Rural Handicraft Adviser.
It is assumed that the overall project would be conducted over three visits: 1. Initial visit to develop design and plan for bulk dye facility at MHC. 2. Second visit to implement dyeing facility and test processes and provide staff training. 3. Follow up to ensure procedures are being followed and provide guidance.
Essential Selection Criteria
► Proven experience delivering outcomes in sustainable dye facility in rural environment.
► Dye facility installation/set up experience.
► Experience in dye production with commercially viable outcomes.
► Demonstrated ability to work with others and transfer skills and knowledge to empower local leadership.
► Willingness to travel and work in outer-islands of Vanuatu.
Desirable Selection Criteria
► Experience in commercial handicraft production and distribution.
► Fluent in Bislama.

Organisation Description
The Vanuatu Red Cross Society, working jointly with the support of the French Red Cross, is seeking applications from dynamic and highly motivated persons to immediately fill up the following full-time position as part of it's VRCS management team.

Job Description
To manage the stationaries’ stock, support the coordinator in any clerical tasks (redaction of notes, official letters, follow-up the contracts of each staff (deadline, amendment…),  manage the archive for each staff HR file, recruitment process, appraisal process, absence and leave system following the labour law and internal HR rules, organize staff trainings.
Manage domestic and International flight bookings for the national and expatriate staff
Follow-up the boarding pass management system, inform the delegation about the movements within the delegation.

Cash flow management: payments, bank cash withdrawal, petty cash box day-to-day management, operational advances opening and closing.
Prepare fortnight salaries
Ensure all expenses are properly justified, follow the approved budget/requisition, are accurate and timely
Accounting activities: daily accounts recorded on Excel ledgers, add new parameters when needed, monthly bank and cash reconciliations and inventories
Ensure an accurate and timely closure of month-end: includes correct documents codes, ensuring all incomes are booked accordingly, documentation scanning
Monitor monthly expenses of the Delegation on the budget lines: UTPV, TELD, STAT, CAR, MAINT, EQUIP, POST, BANK and do report accordingly
Get used to Saga accounting software over the first quarter for subsequently operating it
Assist the FRC Finance and Administration Coordinator in preparing and updating budget follow up
Take part in any other necessary financial activity

Advise the Support Coordinator on any admin-HR sensitive issue.
Ensure support mission on the field if needed
Follow FRC communication channels and confidentiality policy


Selection Criteria
• Excellent Administration skills (experience – at least 2 years)
• Excellent Finance management skills (experience – at least 2 years)
• Human Resources management
• Procurement or purchasing experience, particularly in the humanitarian field
• Excellent knowledge of Vanuatu labor law
• University qualification in one of these sectors mentioned above
• Excellent computer skills (Internet, Word, Excel, PowerPoint, Outlook)
• Fluent English and/or French required
• Open-minded, dynamic and flexible
• Knowledge of Red Cross movement will be an asset
