Job Description:

The governance for growth (GfG) program is a joint initiative of the Government of Vanuatu and Australia which aims to support the Government of Vanuatu in addressing obstacles to economic growth and service delivery. In the power sector, GfG is aiming to access to safe and reliable power for men and women across Vanuatu.



The Utilities Regulatory Authority (URA), with the assistance of the GfG program, has engaged an Access Power Project Coordinator to supervise and coordinator the preparation and initial implementation of an Access Power investment program within and outside the concession areas. The URA is now looking to engage an Energy Analyst to support and work closely

with the Access Power Project Coordinator in developing and implementing the investment program.

This position will be responsible for providing analysis of proposed access projects based on understanding of local consideration; assisting in data gathering of energy projects, population data and electrification needs; assisting in the identification, prioritization and analysis of potential project sites; assisting the Access Power team in working closely with

communities to develop energy projects and supporting the set-up and initial operation of the Access Power projects. This position will require travel to various village/sites in Vanuatu.

The person engaged will report to the Vanuatu Government through the Access Power Project Coordinator and the CEO of the URA. The Position will be based within the URA in Port Vila, working closely with the Energy Unit.

Criteria:

- A university degree or equivalent in engineering, energy, environment, economics or a related field

- Experienced in undertaking of analysis and evaluation of projects; Practical experience in implementing projects in rural areas in Vanuatu

- High level of computer literacy, particularly in use of Excel and Word; Proven ability to work as part of an interdisciplinary team; Good oral communication and report-writing skills

- Must be able to read, write and speak fluently in English and Bislama. French Language is an advantage.

- Familiarity with use of GIS and or GPS devices would be an advantage.
