Job Description:

The Utilities Regulatory Authority (URA) is an independent statutory authority established as the economic regulator for pricing, access, standards and monitoring of concession agreements for electricity and water services throughout Vanuatu. The URA invites applications from suitably qualified persons for the position of Financial and Economic

Analyst. Applicants should fill out the URA Job Application Form and provide a statement letter describing why they are a good fit for this position. Only these two documents are necessary. Port Vila by contact number or email provided below. Duties and responsibilities:

1) Reporting directly to the Chief Executive Officer (CEO)

2) This person will assist the URA in evaluating the financial performance of water and electricity utilities and making financial projections for individual utilities in the electricity and water sectors

3) Develop appropriate financial targets for utilities and identifying opportunities for performance improvements

4) Assist with the economic regulation of water and electricity utilities, including determining appropriate tariff structures and levels and providing advice to the Government of Vanuatu.

Interested applicant must possess the following:

Criteria:

- Tertiary qualifications in Accounting, Business and/or Economics; Good understanding of the principles and practice of utility regulation, including tariff determination; Understanding of economic,

financial and accounting issues relevant to the provision of public utility services; Experience in managing projects and application of project management principles and processes

- Thorough familiarity with the use of computers in financial and economic analyses; Superior report-writing skills; Ability to prepare and present information clearly and concisely, orally and in

writing; Ability to work both independently and within a team.
