Job Description:
Oxfam in Vanuatu is seeking to employ an Assistant Operations Manager. This role is a National role and is responsible for book keeping and accounting functions, as well as providing technical financial support to partners (NGO/CSOs) and assists the Operations Manager with a range of duties that ensure the sound functioning of the business services function in our Port Vila based Country Office.

This position requires regular engagement with Oxfam staff in Port Vila as well as Oxfam finance and program management staff based outside of Vanuatu.

        Criteria: - To be successful in this role you will demonstrate:
        • Advanced knowledge of financial program management including budget information, monitoring expenditure against budget, and financial reporting.
        • Sound working knowledge of computer accounting packages and a commitment to undertake training in software in use by Oxfam.
        • Understanding of audit procedures and requirements.
        • Experience of facilitating and/or providing financial technical support to community based and non-governmental organizations in Vanuatu.
        • Knowledge of payroll system and Vanuatu tax regulation.
        • Knowledge of development work.
        • Strong financial program management skills, including budget design, planning, monitoring and reporting.
        • Proven administrative skills
        • Computer literacy particularly in MYOB, Ms Office, Internet and Electronic mail usage.
        • Human resource management skills.
        • Gender awareness and analysis skills.
        • Sound communications skills including the ability to speak fluent Bislama.
        Qualifications:
        • Accounting Diploma or Degree with auditing and at least three years experience in the NGO Sector plus overall experience of not less than five years in an accounting environment.
