Job Description:

The Ministry of Foreign Affairs, International Cooperation & External Trade (MoFQAICET) is seeking applications from Ni-Vanuatu citizens interested and qualified to play the role of a consul General to the Republic of the Philippines.
Duties
  • Represent the Republic of Vanuatu in the Republic of Philippines
  • Have the overall management and direction of the consulate's resources and activities
  • Protect at all times the fundamental interests of the Republic of Vanuatu and it's nationals, both individuals and Corporate bodies within the limits permitted by international Laws
  • Promote and negotiate the interest of Vanuatu within the areas of agreed jurisdiction
  • Ascertain by all lawful means conditions and developments in countries of representation and reporting thereon to the Government of Vanuatu
  • Promote friendly relations between Vanuatu and the receiving country, and develop their economic, cultural and scientific relations proactively
  • Provide quarterly written report to the Minister and the Director General  
  • Be assigned such other legal duties in line with the appointment by the Minister, The Director General and the Director from time to time.
Terms and Conditions
i) Be able to manage and direct the Consulate's assets and resources
ii) At all times comply with the policy and instructions of the Government of the day, the requirements of the contractual Agreement and all relevant legislation of the Republic of Vanuatu
iii) Devote all his/her time to the Consulate General Office
iv) Only reports to the Ministry of Foreign Affairs as specified by the Foreign Service Act
v) Not at any time whether during his/her nomination or at any time thereafter (except so far as is necessary and proper in the ordinary course of his/her employment) make public or disclose to any person any information if:
§  The information relates to any dealing or matter relating to national security or protected under legislation and;

§  The information came to his/her knowledge in the course of his/her duties as Consul General.
vi) Maintain regular contact with the Office of the Director General on Foreign Policy Issues and consular 
matters.
Qualifications
For the position of Consul General, the Application must:
  •  Be a Ni-Vanuatu
  •  Have a strong academic and practical background in International Relations/Trade/Economics and/or Law.
Criteria:
  • Possess a minimum of a University Degree in either one of the following fields: Economics, International Relations, Political Science, International Law, Management and Public/Business Administration or a related field from a recognized institution would be an advantage
  • Must have experience in the field of international relations, trade and/or diplomacy
  • Have experience of a minimum of 5 years in the public sector and/or a regional organization/institution
  • Must have sound knowledge and clear understanding of the Vanuatu Government's development priorities
  • Have experience in senior management of an institution (Public or Private)
  • Be knowledgeable in the political, economic and demographic background of the republic of the Philippines
  • Demonstrate the capacity to meet the costs of running the Office
  • Possess solid business acumen and has the capability to identify, establish and link business/economic opportunities to strengthen Vanuatu's economic growth
  • exceptional experience and skills in negotiation and networking 
  • Possess excellent analytical and drafting skills
  • Be well versed in the English language.

      Salary:

      This is a self funded post and remuneration will not be provided. The appointed candidate shall also be responsible to meet the costs of the operations of the consulate's Office.

      • A certified copy of the tertiary qualification(s) held from a recognized tertiary institution 
      • A certified police clearance from the relevant authorities on the applicants record
      • A certified document from the Citizenship Office certifying that the applicant does not have dual Citizenship 
      • A birth certificate
      • A certified Medical Report (less than a month old)
      • A supporting Statement from the applicant outlining his/her interest for the post.
      As per provision in the Foreign Service Act 20 of 2013, an Application will NOT be considered if the applicant fails to provide any of the documents stated above.
