Job Description:
The WASH Supervisor will be responsible for implementing the VRCS/ARC WASH (Water, Sanitation and Hygiene) program as outlined in the One Recovery Plan, with a specific focus on West Tanna, Paama and the Informal Settlements (Efate).  This role must lead a community development model for WASH recovery encompassing strong community participation and establishing behaviour change through an integrated public health approach, whilst supporting every opportunity for water and sanitation capacity building within the communities.

A key element of this position is managing three recovery positions (Health/WASH Officer, Paama Coordinator & West Tanna Coordinator) in the project’s implementation. This will entail providing technical water and sanitation advice on the design, siting, construction and maintenance of WASH infrastructure, as well as education and promotion of safe hygiene and sanitation practices and engagement with relevant WASH stakeholders in Vanuatu.  

The position will be based in Port Vila, Vanuatu, and is offered as a fixed term contract with the period of employment being from April 2016 until the end of September 2017. Appointment to this position will be subject to a mandatory probationary period of 3 months.


        Criteria: 
        Technical Competencies-Essential:
        • Minimum 2 years community level experience in the water and sanitation sector, preferably in a remote context or within the Pacific region
        • Proven experience and demonstrated success in a public health or water, sanitation and hygiene behavior change project management and implementation
        • Proven ability to build strong relationships with technical and health staff and stakeholders, and deliver outcomes within a team
        • Experience in working in a cross cultural development role and engaging effectively with beneficiaries; especially women and children and identified vulnerable groups
        • Experience of project planning, budgeting, and management; including monitoring and evaluation
        • Well-developed communication, networking and interpersonal skills
        • Strong writing ability with experience in project reporting
        • Experience working on the monitoring and evaluation of aid and/or development programs
        • Experience in delivering training
        • Ability to travel across Vanuatu as required
        • Ability to speak and write in both English and Bislama.
              Technical Competencies-Desirable:
              • Experience of working for the Red Cross/Red Crescent Movement
              • Experience working in Vanuatu or the Pacific region
              • Field experience involving the design, construction and evaluation of various types of water and sanitation systems
              • Experience of using hygiene behaviour change methodologies in communities such as: Participatory, Hygiene and Sanitation Transformation (PHAST); Community-led Total Sanitation (CLTS); Household Water Treatment, Storage and Handling (HHWTSH); Menstrual Hygiene Management (MHM)
              • Experience of conducting water quality testing.
              Qualifications and Licenses:
              • Professional qualifications (degree or diploma) in water/sanitation, civil engineering, public health or environmental health. Preferred
              • A Working with Children check - Mandatory requirement for this role
              • Valid driving licence (manual gears)  - Mandatory.
